ENJOINING THE PARTICIPATION OF KEY NATIONAL GOVERNMENT AGENCIES IN A CONSULTATION WORKSHOP IN CONNECTION WITH THE CONDUCT OF THE CONFERENCE ON POPULATION, ENVIRONMENT, AND PEACE IN JUNE 1995
Pursuant to the provisions of ADMINISTRATIVE ORDER No. 156, dated November 11, 1994, which directs the conduct of a CONFERENCE ON POPULATION, ENVIRONMENT, AND PEACE on June 15-17, 1995, a consultation with national government agencies will be undertaken on May 12, 1995, to cause the incorporation of the agenda for action developed by the major groups convened last 29-31 January into the agency plans.
The Agenda for Action includes programs and courses of action that the national government agencies are expected to undertake beginning this calendar year by realigning programs and budgets and insuring their inclusion in the CY 1996 budget proposal.
It should be noted that the issues and concerns addressed by the major groups parallel those indicated in the Medium Term Development Plan, giving emphasis to the human and ecological security framework that will be introduced in the CONFERENCE ON POPULATION, ENVIRONMENT, AND PEACE in June 1995.
The Department of the Interior and Local Government, through the Consultation Committee of the June Conference, will take the lead role in the consultation with national government agencies.
All heads of departments/agencies indicated in Annex A will designate the most senior official in charge of plans/programs (Undersecretary/Assistant Secretary or equivalent position) and the Planning Director or equivalent position to represent the office in the May 12 consultation.1aшphi1
The DILG will provide the departments/agencies with copies of the Agenda for Action and relevant documents prior to the consultation to allow them to process the recommended programs and plans and come out with their report/reaction to be presented during the May 12 consultation.
The output of the Consultation with National Government Agencies will be translated into a Local Government Plan of Action for presentation to Local Executives and their Planning and Development Coordinators in a series of Inter-regional Consultation Workshops to be held in May.
All the outputs of the consultation process will be presented to the President and adopted by the participants in the June Conference.
All concerned are enjoined to provide full support to the consultation process to ensure the successful conduct of the CONFERENCE ON POPULATION, ENVIRONMENT, AND PEACE.
