DIRECTING ALL DEPARTMENTS AND AGENCIES AND INSTRUMENTALITIES TO LEGALIZE THEIR COMPUTER SOFTWARE
In line with the national policy to effectively enforce the Intellectual Property Rights (IPR) Law which will advance our national interest in promoting creative and innovative activity as well as improve conditions for investment, trade and technological development, all government departments, agencies and instrumentalities, including government owned or controlled corporations, are hereby directed to acquire only legitimate/licensed computer software.
It is also imperative that softwares be standardized and rationalized to achieve cost effectiveness.1aшphi1
The Department of Trade and Industry, the National Computer Center, the Department of Budget and Management and other relevant government agencies are directed to work out in coordination with the National Information Technology Council (NITC) the appropriate programs, guidelines and arrangements to enable all agencies to comply with this Circular. The Office of the President should be apprised on a quarterly basis of the results of the implementation of this Circular.
