[ Memorandum Circular No. 109, December 15, 1994 ]
PRESCRIBING ADMINISTRATIVE AND OPERATIONAL PROCEDURES IN THE IMPLEMENTATION OF EXECUTIVE ORDER NO. 211
WHEREAS, Executive Order (EO) No. 211, series of 1994, placed the National Program for Unification and Development Council (NPUDC) under the Office of the Executive Secretary, and the Chairmanship thereof transferred from the Secretary of the Interior and Local Government to the Executive Secretary;
WHEREAS, the new arrangement necessitates a definition of the corresponding change in certain administrative and operational procedures;
WHEREAS, considering the nature and scope of the functions of the Executive Secretary, it is also necessary to delegate certain operational duties appertaining to him as NPUDC Chairman to his senior undersecretary;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. The Senior Deputy Executive Secretary is authorized to:
(a) Execute or approve loan assistance agreements;
(b) Countersign checks covering an amount of five hundred thousand pesos (P500,000.00) and above, and
(c) Countersign checks covering an amount of less than five hundred thousand pesos (P500,000.00) or designate the Finance Officer, Office of the President, for the purpose.1aшphi1
Section 2. Administrative, operational, and technical activities of the NPUDC shall continue to be handled by the NPUDC Secretariat, pursuant to Section 4 of EO No. 152.
Section 3. All policy matters shall be deliberated upon by the Council as chaired by the Executive Secretary.
Section 4. This Circular shall take effect immediately.
