[ Memorandum Circular No. 76, October 20, 1993 ]
FURTHER AMENDING MEMORANDUM CIRCULAR NO. 55 1993)
WHEREAS, in preparation of and to ensure the success of the 16th Biennial Conference on the Rule of Law in the World to be held at the Philippine International Convention Center (PICC) from 24-29 October 1993, Memorandum Circular No. 55 (1993) entitled “Constituting A Philippine Host Committee For, And Directing All Government Departments, Agencies And Offices Including Government-Owned And Controlled Corporations To Support, The 16th Biennial Conference On The Rule Of Law In The World” was issued on 10 June 1993;
WHEREAS, Memorandum Circular No. 55 was amended by Memorandum Circular No. 74 (1993) dated 13 September 1993;
WHEREAS, there is a need to strengthen the operations and promotional efforts of the Philippine Host Committee; and
WHEREAS, inasmuch as seminar funds allotted and set aside by government departments, agencies and offices, including government-owned and controlled corporations, and local government units may have already been exhausted at this time of the year to enable government lawyers to attend said Conference.1aшphi1
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. Section 3 of Memorandum Circular No. 55 (1993), as amended by Memorandum Circular No. 74 (1993), is hereby further amended to read as follows:
“3.14. All Government Departments, Agencies and Offices, Including Government-Owned and Controlled Corporations, and Local Government Units.
Heads of these agencies/offices are hereby directed to authorize a select number of their lawyers to attend the Conference on official business. Seminar fees and other expenses relative to their attendance shall be charged against items for seminars/conferences, if any, otherwise the agencies/offices concerned may look for alternative sources of funding for the purpose, including but not limited to the 200-06 Other Services item under Maintenance and Other Operating Expenses.”
Section 2. This Memorandum Circular shall take effect immediately.
