TO ALL CONCERNED GOVERNMENT AGENCIES
RE LIBERALIZATION AND INCREASED COMPETITION IN SUPPORT SERVICES SECTORS

 In view of the declared policy of the government embodied in Proclamation No. 167 (s. 1993) to make export development the key to sustainable and balanced agri-industrial Philippine economic growth, and in recognition of the fact that the availability of support services at competitive service standards and rates is crucial to the actual operations of export industries and their survival in the international market in terms of pricing and reliability in delivery, it is hereby ordered that:

1. All concerned government agencies shall liberalize, and provide a conducive environment for increase competition in, the support service sector, particularly land and air transportation, shipping, communications, energy, insurance and port services.1aшphi1

2. Said agencies shall submit within one (1) month a preliminary report on measures that should be undertaken to accomplish the foregoing to the Export and Investment Development Council for consolidation into action plans which shall, in turn, be elevated to the President for appropriate action.
