BY THE PRESIDENT OF THE PHILIPPINES

[ Memorandum Circular No. 44,  April 23, 1993 ]

ALL CONCERNED GOVERNMENT AGENCIES
RE SPEEDING-UP OF INFRASTRUCTURE PROJECTS

In view of the declared policy of the government embodied in Proclamation No. 167 (s. 1993) to make export development the key to sustainable and balanced agri-industrial Philippine economic growth, considering that delays in the construction of important infrastructure projects have put undue burden on the productivity of exporters and the economy in general, and in pursuit of the current pump-priming efforts, it is hereby ordered that:

1. All concerned government agencies shall fast track infrastructure projects in the transportation, communications and energy sectors, including irrigation projects, to support the export drive.

2. Said agencies shall submit within two (2) weeks a preliminary report on measures that should be undertaken to accomplish the foregoing to the Export and Investment Development Council for consolidation into action plans which shall, in turn, be elevated to the President for appropriate action.1aшphi1
