INSTITUTING A MONITORING AND EVALUATION SYSTEM FOR THE GOVERNMENT’S PUMP-PRIMING ACTIVITIES AND DIRECTING THE HEADS OF ALL CONCERNED GOVERNMENT AGENCIES TO DESIGNATE A PUMP-PRIMING OFFICER

In line with the efforts of the Government to undertake pump-priming activities to stimulate the economy and ensure attainment of the GNP target for 1993, a monitoring and evaluation system for the pump-priming activities shall be instituted. As such, all concerned government agencies are hereby directed to submit the following to the Committee on Pump-Priming the Economy:

1. List of priority programs and projects to be implemented for the first six (6) months to pump-prime the economy, including monthly disbursement programs and physical targets;

2. Monthly progress report on the implementation of pump-priming programs and projects, including monthly disbursements and physical accomplishments, within ten (10) working days after the end of every reporting month; and

3. List of critical problems hampering the implementation of the priority programs and projects and recommended actions.1aшphi1

For this purpose, all heads of concerned government agencies shall, on or before 12 February 1993, designate the senior Undersecretary or official as a Pump-Priming Officer, who shall undertake the following:

1. Coordinate and facilitate overall agency pump-priming programs and projects;

2. Monitor/report on the agency progress and accomplishments of pump-priming activities; and

3. Liaise with the Committee and bring to its attention implementation problems and other constraints affecting pump-priming programs and projects.

The Committee on Pump-Priming is also directed to submit a monthly report on the status of pump-priming activities to the Office of the President.

Strict compliance with this Memorandum Circular is hereby enjoined.
