[ Memorandum Circular No. 1, June 30, 1992 ]

DIRECTING ALL PRESIDENTIAL APPOINTEES WHOSE TENURE OF OFFICE IS DEPENDENT UPON THE PLEASURE OF THE APPOINTING AUTHORITY, AND OTHER OFFICIALS TO CONTINUE, IN A HOLDOVER CAPACITY, TO PERFORM THEIR DUTIES AND RESPONSIBILITIES

In order to prevent the unnecessary disruption of government operations and the impairment of all official processes and transactions as well as of the delivery of services to the people, the following are hereby directed:

Section 1. All presidential appointees in all agencies in the Executive Branch whose resignations were not acted upon as of June 30, 1992 and whose tenure of office is dependent upon the pleasure of the appointing power, shall continue, in a holdover capacity, to perform their duties and to discharge their responsibilities.

The presidential appointees concerned shall continue to hold office until their successors have been appointed and have qualified and entered upon the discharge of their duties.

Section 2. All other officials who have submitted courtesy resignations which were likewise not acted upon as of June 30, 1992 shall also continue to hold office until their successors have been appointed and have qualified and entered upon the discharge of their duties.1aшphi1

Section 3. This Memorandum Circular shall take effect immediately.
