[ Memorandum Circular No. 15, October 14, 1992 ]
CREATING AN INTER-AGENCY COMMITTEE ON EMPLOYMENT TO FORMULATE THE NATIONAL EMPLOYMENT PLAN FOR 1993-1998
WHEREAS, the National Economic and Devleopment Authority is currently formulating the Successor Medium Term Philippine Development Plan for 1993 to 1998 which shall set out the government’s policies and programs to achieve economic development, equitable distribution of income and wealth, poverty alleviation, and economic stabilization, among others;
WHEREAS, the Successor Plan must incorporate an updated National Employment Plan which shall specify yearly targets of employment, identify policies and programs necessary to generate the required demand for full employment goal by 1998 and provide an integrated system for plan implementation, supervision and monitoring; and
WHEREAS, there is no updated National Employment Plan.1aшphi1
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. Creation of the Inter-Agency Committee on Employment. – There is hereby created an Inter-Agency Committee on Employment, hereinafter referred to as the Committee.
Section 2. Composition. With the Department of Labor and Employment as the lead agency, the Committee shall be composed of the heads of the following:

Section 3. Duties and Responsibilities of the Committee. – The Committee shall formulate a National Employment Plan for 1993 to 1998 which shall serve as a companion plan to the Medium Term Philippine Development Plan for 1993 to 1998.
The Department of Labor and Employment shall provide secretariat and technical support to the Committee.
Section 4. National Manpower Plan. After the formulation and approval of the National Employment Plan, the National Manpower Youth Council is hereby tasked to formulate a National Manpower Plan which shall identify and produce the skills needed for labor demand, in « consonance with the provisions of the National Employment Plan.
Section 5. Tenure. The Committee shall submit to the President of the Republic of the Philippines the Plan not later than one month from the submission of the Medium Term Philippine Development Plan. Thereafter, the term of the Committee shall be deemed terminated.
The Committee is hereby authorized to call on any Department, Office or instrumentality of the government for such assistance as it may need in the discharge of its duties and responsibilities.
This Memorandum Circular shall take effect immediately.
