DIRECTING THE HEADS OF DEPARTMENTS TO DESIGNATE PERMANENT DEPARTMENT LEGISLATIVE LIAISON OFFICERS
To effectively pursue the government’s legislative agenda, it is imperative that the Departments be primarily responsible for crafting their respective position on administration measures as well as on important bills filed in Congress which may affect them, and seasonably articulating the same before the Office of the President and Congress.1aшphi1
IN VIEW THEREOF, the Heads of Departments are hereby directed to immediately designate their permanent Department Legislative Liaison Officers and submit their names to the Office of the President within five (5) days from date hereof.
Upon their designation, the Department Legislative Liaison Officers shall forthwith establish working arrangements with the Presidential Legislative Liaison Officers and the Office of the President Legislative Office.
This Memorandum Circular shall take effect immediately.
