MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1271, March 6, 1984 ] REQUIRING THE ATTENDANCE AND URGING THE PARTICIPATION OF OFFICIALS AND EMPLOYEES OF THE DIFFERENT MINISTRIES AND CONSTITUTIONAL OFFICES IN THE ANNUAL SPORTS OPENING CEREMONIES AND ACTIVITIES OF THE INTER-DEPARTMENT (MINISTRY) EMPLOYEES ATHLETIC LEAGUE (IDEAL). In line with the President’s continuing sports development program as a vehicle to enhance a physically and mentally strong citizenry, the Inter-Department (Ministry) Employees Athletic League annually launches its year-round athletic competitions with appropriate opening ceremonies at the Rizal Memorial Track and Field Stadium, Manila, or at such other site, as may be decided by the league. All heads of ministries, bureaus and offices including constitutional offices and support institutions which are members of the league are hereby enjoined to authorize as many employees as may be excused on official time to attend the kick-off ceremonies and participate in the athletic competitions. Participating officials, employees, athletes, including their managers, coaches and trainers, and members of government media crew shall be entitled to collect necessary transportation expenses and reasonable allowances not exceeding P40.00 per day for attendance in opening ceremonies, training, tournaments and other sports activities of the league. These expenses and allowances shall be chargeable against any available funds of their respective ministries or offices, subject to the usual accounting and auditing requirements. All officials and employees are urged to give their unqualified support and actively participate in the annual IDEAL sports program.1aшphi1 Strict compliance with this circular is hereby en joined.
