AUTHORIZING THE HUMAN SETTLEMENTS DEVELOPMENT CORPORATION (HSDC) TO FORM AN INTER-AGENCY COMMITTEE (IAC) FOR THE WASTER PLANNING ACTIVITY OF INFANTA REAL MODULE PROGRAM (IRM).
In line with the approved Implementing Arrangement of the Ministry of Human Settlements, through its corporate arm, the Human Settlements Development Corporation and Japan International Cooperation Agency (JICA) to prepare the Master Plan for the Infanta Real Module Program (IRM) wherein the utmost participation and cooperation of agencies shall be required, an Inter-Agency Committee is hereby authorized to be formed from August 1983 to December 1984.
The composition of the Inter-Agency Committee shall include representatives from:
National Economic and Development Authority
Human Settlements Regulatory Commission
Bureau of Lands
Ministry of Public Works and Highways
Ministry of Natural Resources
Local Water Utilities Administration
National Power Corporation
National Environmental Protection Council
Municipal Planning Officers of Infanta, Real and Nakar
This Committee shall have the following functions:
1. Act as counterpart staff to the Master Planning study team, lending their proficiency and expertise in their given fields to the interpretation or translation of data input requirements.
2. Function as a preliminary hearing board, giving feedback, comments, or reactions to Progress Reports, Interim Reports and Final Reports of the JICA-IRM Study Team preparatory to their submission to the Steering Committee.
3.Facilitate provision of necessary recommendations for undertaking surveys and related activities to assist the JICA Study Team.
An honorarium of a minimum of ₱150.00 for members within Metropolitan Manila and P300.00 for members outside of Metropolitan Manila shall be granted to agency representatives on the basis of their attendance in the regular meetings of the Inter-Agency Committee.1aшphi1
The proposed Inter-Agency Committee shall be convened upon the arrival of the JICA Master Plan Team to the Philippines and submission of proposed Work Program.
In this connection, therefore, all aforementioned government agencies are hereby enjoined to participate in the Inter-Agency Committee of the IRM Program of the Human Settlements Development Corporation.1aшphi1
