[ Memorandum Circular No. 1261, July 7, 1983 ]

REQUIRING ALL GOVERNMENT AGENCIES INCLUDING LOCAL GOVERNMENTS AND OTHER ORGANIZATIONS TO COURSE THROUGH THE UNESCO NATIONAL COMMISSION (UNACOM, MFA) ALL COMMUNICATIONS ADDRESSED TO THE UNESCO GENERAL HEADQUARTERS IN PARIS AND OTHER UNESCO REGIONAL AND SUB-REGIONAL OFFICES.

The Ministry of Foreign Affairs has informed this Office that most communications coming from local government agencies and other organizations are sent directly to the UNESCO General Headquarters in Paris and other UNESCO Regional and Sub-Regional Offices without being coursed through the UNESCO National Commission (UNACOM).

This practice is not in accordance with the standard office procedures and has only delayed and complicated the work of the Philippine Embassy and the UNESCO Mission in Paris.

For better coordination and efficiency, all government agencies including local government agencies and other organizations, shall henceforth course through the UNESCO National Commission, Ministry of Foreign Affairs, all communications addressed to the UNESCO General Headquarters in Paris and to UNESCO Regional and Sub-Regional Offices.

This Circular shall take effect immediately.1aшphi1
