MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1258, March 29, 1983 ] REQUIRING THE ATTENDANCE AND URGING THE PARTICIPATION OF GOVERNMENT OFFICIALS AND EMPLOYEES WITHIN THE METROPOLITAN MANILA AREA IN THE OPENING CEREMONIES OF THE 1983 INTER-DEPARTMENT (MINISTRY) EMPLOYEES ATHLETIC LEAGUE’S (IDEAL) 10TH ATHLETIC SEASON In line with the President’s continuing sports development program as a vehicle to enhance a physically and mentally strong citizenry, the Inter-Department (Ministry) Employees Athletic League will launch its year-round 10th Athletic season with appropriate opening ceremonies on Thursday, April 14, 1983 at 2:00 p.m.at the Rizal Memorial Track and Field Stadium, Manila. The occasion will likewise signal the start of the IDEAL’s year-round athletic and sports competition. All heads of ministries,chiefs of bureaus and offices including constitutional offices and support ministries which are members of the league are hereby enjoined to authorize as many employees as may be excused on official time to attend the aforementioned kick-off ceremonies. Participating athletes,officials of theleagueas well as employees shallbe entitledto thenecessary transportation expensesandreasonableallowances not exceeding ?4O.OO per playing day(practicegamesincluded)based on actualattendancein the opening ceremoniesandactual participation in thevarious sports eventsin the currentand forthcoming athletic years. All expenses andallowances shall bechargeableagainstthefunds of theirrespective ministries or officessubject tothe availability of funds andtheusualaccountingandauditing requirements.
