AUTHORIZING THE ATTENDANCE ON OFFICIAL TIME OF GRADUATES OF THE MASTERAL PROGRAM (MNSA) AND SENIOR DEFENSE MANAGEMENT COURSE OF THE NATIONAL DEFENSE COLLEGE OF THE PHILIPPINES IN A SYMPOSIUM ON “COMMITMENT – IMPERATIVE OF NATIONAL SECURITY”.

The National Defense College of the Philippines will conduct a symposium on the subject, “Commitment – Imperative of National Security at the National Defense College of the Philippines, Fort Bonifacio, Metro Manila on September 17-18, 1982.

The symposium will discuss specifically the challenge to political and economic stability and Filipino ideology and professionalism in the public service, purposely to redefine and explore areas where commitment of public officials and executives of the private sector are deemed desirable for effective participation in National Security and Development Administration.

Graduates of the Master in National Security Administration Course and Senior Defense Management Course of .he National Defense College of the Philippines who are in the government service are hereby authorized to attend and participate on official time with reasonable expenses for transportation and per diems chargeable against the appropriation of their respective offices in accordance with the provisions of Presidential Decree No. 344 dated November 26. 1973 as implemented by COA General Circular No. 127, series of 1973 subject to availability of funds and the usual accounting and auditing requirements, as an exception to Letter of Instructions No. 1098 dated January 5, 1981. Participants residing in Metro Manila Area shall not be entitled to expenses for transportation or per diems.

The participants shall submit to their respective office heads a complete report on their attendance or participation, in the symposium as prescribed under Memorandum Circular No.1aшphi1 987 dated June 10, 1977 Likewise, the organizer shall submit to this Office a report on and an evaluation of the symposium, including a list of participants indicating their respective offices.
