MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1247, August 31, 1982 ] AUTHORIZING ATTENDANCE IN THE FIRST NATIONAL SEMINAR-WORKSHOP ON MONITORING AND EVALUATION Pursuant to Executive Order No. 820 creating a National Committee to initiate and conduct the first National Seminar-Workshop on Monitoring and Evaluation for effective program and project implementation, all concerned agencies, ministries, and other instrumentalities of government, including government-owned or controlled corporations, are hereby directed to take part in the said national seminar-workshop to be held on November 24 – 26, 1982. The attendance of government representatives on official time is authorized. Authority is hereby given to all participants to pay the necessary seminar fees, chargeable against the budgets of their offices or ministries.1aшphi1 The participants shall submit to their respective office heads a complete report on their attendance or participation in the seminar. Each participating agency-shall be responsible in disseminating the conference outputs to their respective regional offices, in coordination with the Presidential Management Staff and the Presidential Regional Monitoring Officer (PREMO).
