[ Memorandum Circular No. 1241, April 28, 1982 ]

DIRECTING ALL HEADS OF MINISTRIES, AGENCIES, GOVERNMENT CORPORATIONS AND OTHER INSTRUMENTALITIES OF GOVERNMENT TO SUBMIT TO THE PRESIDENTIAL MANAGEMENT STAFF REPORTS ON SYSTEMS AND PROCEDURES AND REGULATIONS REQUIRED IN THE CONDUCT OF GOVERNMENT OPERATIONS AS WELL AS A PROGRESS REPORT IN COMPLIANCE WITH LOI 810

Pursuant to Letter of Instructions No. 810, dated 12 February 1979, all heads of ministries, bureau, offices and agencies including government-owned and controlled corporations, financial institutions and local government units and their instrumentalities are directed to submit to the Presidential Management Staff reports on their respective systems and procedures with the end in view of reducing the processing time required for approval and issuance of all government documents and papers needed by the general public in the lawful pursuit of their business or other legitimate activities. They shall likewise designate their responsible officers to liaison and directly coordinate with the Presidential Management Staff regarding this matter.

The agency reports to be submit ted on or before 11 June 1982 shall highlight existing systems and procedures and regulations in government operations as of 30 April 1982. Further, quarterly reports on the extent of compliance With LOI No. 810, focusing on changes in agency operations shall be submitted on or before 10 September 1982 and 10 December 1982. The Presidential Management Staff is hereby directed to submit a consolidated report to the President on or before 29 December 19182.

This Circular shall take effect immediately.1aшphi1
