DIRECTING ALL CONCERNED TO OBSERVE AND IMPLEMENT STRICTLY THE RESTRICTIVE POLICY ON FOREIGN TRAVEL
This Office, on several occasions, received travel proposals which are patently not meritorious considering the guidelines embodied in various circulars and policy pronouncements.
It is noted, for example, that trips which by their very nature, are purely for personal purpose, are being made to appear as official. This includes so-called “observation and study” tours and certain “workshops and seminars” which serve as excuses for foreign trips.
Needless to state, such proposals do not only make a farce of the President’s policy on retrenchment but also reflect on the attitude of the recommending officials, indicating lack of cooperation and of concern for the need of exercising thrift to prevent needless expenditure of the country’s dollar reserves.
All heads of offices and instrumentalities are therefore hereby enjoined to review very carefully all proposals emanating from their respective offices in order that only trips that are urgent and necessary are forwarded to the Office of the President for consideration.
This Circular takes effect immediately and all concerned are expected to be guided accordingly.1aшphi1
