TO : All Heads of Ministries, Agencies, Branches and Instrumentalities of the Government
SUBJECT : DISPOSAL OF COLLECTED USED OR WASTE OIL TO DULY QUALIFIED AND ACCREDITED LOCAL RECYCLING PLANTS.

We are aware that a continuous search for ways and means of conserving energy has been a primary task of governments almost all over the world. Our own country is planning and setting up effective measures to prevent unnecessary waste of energy.

One particular measure is embodied in Batas Pambansa Blg. 73, which provides for the conservation of oil through recycling.1aшphi1 The same statute empowers the Ministry of Energy, under certain conditions, to require industrial, commercial and transport entities to collect or cause the collection of waste oil for recycling as lubricating oil. Although the law merely provides for the collection of used oil for re-cycling, the agencies concerned should take positive action towards tin recycling or re-refining of used oil to quality lubricants.

In this connection, considering that recycling used oil to make quality lubricants involves professional expertise and the interest of public health, safety and welfare, it is hereby directed that used or waste oil collected pursuant to Batas Pambansa Blg. 73 from all ministries, agencies, instrumentalities and branches of the government shall be disposed of or coursed only to duly qualified and accredited recycling plants in the Philippines as certified to by the Bureau of Energy Utilization.

This Memorandum shall take effect immediately with respect to used or waste oil collected or that may hereafter be collected by the agencies concerned.
