MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1210, March 18, 1981 ] ENJOINING ALL HEADS OF GOVERNMENT OFFICES TO CONDUCT SEMINARS ON THE PROPOSED CONSTITUTIONAL AMENDMENTS IN THEIR RESPECTIVE OFFICES. In view of the importance of the coming plebisite and considering the need to enlighten our people of the significance of this political exercise, all heads of government offices and agencies, including government-owned or controlled corporations are hereby enjoined to conduct seminars on the proposed constitutional amendments in their respective offices. The officers and members of the Alumni Association of the Career Executive Service Development Program which has launched a nation-wide information campaign on the proposed amendments may be asked to assist and coordinate the holding of the seminars.
