[ Memorandum Circular No. 1195, August 14, 1980 ]
DESIGNATING THE KABATAANG BARANGAY AS THE PERMANENT COORDINATING ORGANIZATION FOR THE SHIP FOR SOUTHEAST ASIAN YOUTH PROGRAM.
Pursuant to the Joint Statements dated January 9, 1974 of President Ferdinand Edralin Marcos and then Prime Minister Kakuel Tanaka of Japan, the Kabataang Barangay is hereby designated as the permanent coordinating agency for the Ship for Southeast Asian Youth Program (SSEAYP).
As the permanent coordinating organization for the SSEAYP, it shall perform the following functions:
1. Identify the requirements of Philippine participation and work for the fulfillment thereof.
2. Set the guidelines for the selection of a National Leader and Philippine delegates to the program.
3. Supervise pre-departure training of Philippine delegates.
4. Plan and coordinate port-of-call activities.
5. Receive and disburse allocated funds for the program, subject to the usual accounting and auditing procedures.
6. Have custody of all files and records pertaining to the program, and tap the assistance of the private sector for the discharge of its functions.1aшphi1
7. Perform such other functions necessary for the successful implementation of the program.
The Ministry of Youth and Sports Development and the Ministry of Foreign Affairs shall assist the Kabataang Barangay in organizing and implementing the activities for the program.
All other government ministries, and instrumentalities, including local governments are enjoined to extend full support to the Kabataang Barangay for the successful implementation of the program.
