MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1193, August 13, 1980 ] AUTHORIZING THE ATTENDANCE AND PARTICIPATION OF OFFICIALS AND EMPLOYEES OF THE DIFFERENT MINISTRIES, BUREAUS AND OFFICES, INCLUDING GOVERNMENT OWNED AND CONTROLLED CORPORATIONS AND CONSTITUTIONAL OFFICES IN THE ANNUAL MASS CALISTHENICS AND SPORTS DUAL MEET OF THE IDEAL AND GCAA In order to focus national attention on the physical fitness and sports development program of the New Society with the end in view of rallying national support for said program the Inter-Department (Ministry) Employees Athletic League (IDEAL) and the Government Corporations Athletic Association (GCAA) will be staging annually a mass calisthenics and a dual meet in several selected sports within the month of September with the corollary purpose of paying tribute ;to the President on the occasion of his birthday. In order to assure adequate and meaningful participation of all concerned in these laudable activities, all heads of ministries and chiefs of bureaus and offices, including government owned and controlled corporations and constitutional offices are hereby enjoined to authorize the training within reasonable period and the actual participation of selected players, athletes and officials in the sports dual meet and of as many employees as possible in the mass calisthenics.
