[ Memorandum Circular No. 1190, June 11, 1980 ]

REQUIRING CERTIFICATION BY OFFICES CONCERNED THAT INDIVIDUALS TRAVELLING ABROAD ON OFFICIAL BUSINESS OR OFFICIAL TIME, OR WHILE ON LEAVE OF ABSENCE, HAVE NO PENDING ADMINISTRATIVE CASE AGAINST THEM.

Henceforth, all proposals for travel abroad shall be accompanied by a certification by the office head that the official or employee concerned has no pending administrative case against him as of the time such proposal is made and submitted to this Office.1aшphi1

In this connection, offices and agencies of the government shall, in addition to compliance with existing regulations and policies on foreign travel, take utmost care in handling such cases, especially where the position of the official or employee has something to do with the receipt or disposition of public funds.
