[ Memorandum Circular No. 1177, December 14, 1979 ]

AUTHORIZING ATTENDANCE IN THE 11TH BIENNIAL CONFERENCE OF THE UNESCO NATIONAL COMMISSION OF THE PHILIPPINES.

The UNESCO National Commission of the Philippines will hold its 11th Biennial Conference on December 17-18, 1979, at the Philippine International Convention Center.

The conference aims to discuss the needs and problems of Filipino children with a view to evolving recommendations for policy and problems through a review and assessment of the “Study on the Situation of Children in the Philippines” as part of the national observance of the International Year of the Child.

The attendance of not more than two (2) participants each from various ministries/offices of the government directly involved in the development and study on the situation of children, is hereby authorized on official time with reasonable expenses for transportation and per diems, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127, series of 1973, subject to the availability of funds, the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972. Participants residing or stationed within the Metro Manila Area shall be entitled to reasonable expenses for transportation only.

The participants shall submit to their respective office heads a complete report on their attendance or participation in the conference as prescribed under Memorandum Circular No. 987 dated June 10, 1977.1aшphi1 Likewise, the organizer shall submit to this Office a report and evaluation of the conference, copy furnished the Ministry of the Budget, including a list of participants indicating their respective offices.
