MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1167, September 15, 1979 ] AUTHORIZING THE ATTENDANCE OF HUMAN SETTLEMENTS OFFICERS WHO ARE GOVERNMENT PERSONNEL AND/OR OFFICIALS AT THE FIRST NATIONAL HUMAN SETTLEMENTS OFFICERS CONVENTION The Ministry of Hunan Settlements will hold its First National Hunan Settlements officers Convention from September 17 to September 19, 1979 at the Philippine International Convention Center.1aшphi1 The convention will serve not only as a venue for the mass-induction of HSOs, but more important, it will serve to identify and resolve problems confronting them in the performance of their functions, as volunteer representatives of the Ministry of Human Settlements, In the process, further knowledge and skills needed by the HSOs for effective performance of their tasks and functions as development partners at the local level shall be determined. In view thereof, all Human Settlements Officers who are employees of the government, both national or local, including, government-owned or controlled corporations, are hereby enjoined and authorized to attend and participate in the said convention on official time with reasonable expenses for transportation, per diems and allowances, all chargeable against the appropriation of their respective offices in accordance with COA General Circular No. 127 dated November 1975 subject to the availability of funds and the usual accounting and auditing requirements. All heads of Ministries, bureaus, agencies and offices of the government including government-owned or controlled corporations are hereby advised to take note of this circular and send their employees or officials who are HSOs in accordance herewith.
