MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1164, September 13, 1979 ] TO: The Minister of Natural Resources The Director of Lends The Commissioner of Land Registration The Register of Deeds, Caloocan City In order to expedite the implementation of Presidential Decree No. 293 and to ensure the proper development of Pangarap Village into a viable human settlement project for members of the Malacañang Homeowners Association, Inc. which has recently been authorized to undertake said development under Letter of Instructions No. 920; 1. It is necessary that the Minister of Natural Resources and the Director of Lands convey the areas covered under Presidential Decree No. 293 not allocated as homelots, in favor of the Malacañang Homeowners Association, Inc. for development. The; areas reformed to are those allocated, in accordance with the subdivision plan for Pangarap Village, for roads and open spaces, commercial and recreational purposes and the community; and 2. It is likewise necessary that the Commissioner of Land Registration and the Register of Deeds of Caloocan City expedite the issuance of the certificate of title of the aforesaid areas conveyed through Deeds of Conveyance properly executed by the Minister of Natural Resources in the name of the Malacañang Homeowners Association, Inc. as the developer of the Pangarap Village.
