TO: ALL HEADS MINISTRIES, BUREAUS, AND AGENCIES OF THE NATIONAL AND LOCAL GOVERNMENTS, INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS

SUBJECT: Granting of Reasonable Amount for the Cost of Research Work, Thesis Writing, and Other Incidental Expenses to Participants in the Master in National Security Administration Course at the National Defense College if the Philippines and Per Diems.

The National Defense College of the Philippines (NDCP), pursuant to P.D. 190, is established to train potential national leaders from qualified military and civilian officers. In accordance with the objectives, the participants of the Master in National Security Administration (MNSA) course offered by the NDCP undergo rigid training and as a prerequisite to graduation are required to submit and defend their thesis. In order to ensure the quality of graduates of the course, it is necessary that they be given financial assistance in connection with their research work and thesis.

For this purpose, the participants of the MNSA are entitled to collect from their respective agencies the amount of Five Thousand Pesos (?5, 000.00) to cover the cost of research work, thesis writing and other incidental expenses, which will enable them to come up with better thesis accomplishment. They are also entitled to collect per diems pursuant to the provisions of COA Circular No. 127 which shall not exceed ninety (90) days in accordance with existing auditing rules, provided that granting of per diems shall not apply to participants whose offices are located within Metro Manila.

The allowance covering the cost of research work, thesis writing and incidental expenses and the per diems are both subject to the availability of funds and to the usual accounting-and auditing requirements.1aшphi1

Heads of agencies concerned shall give priority to the granting of the above-mentioned allowances.
