MALACAÑAN PALACE
MANILA

BY THE PRESIDENT OF THE PHILIPPINES

[ Memorandum Circular No. 1157, August 26, 1979 ]

REQUIRING THAT THE PURCHASE OF FOREIGN BOOKS AND SUBSCRIPTION TO FOREIGN MAGAZINES, AND OTHER FOREIGN PUBLICATIONS BY ALL MINISTRIES, AGENCIES, OFFICES, AND INSTRUMENTALITIES OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS AND LOCAL GOVERNMENTS BE MADE THROUGH THE PHILIPPINES EDUCATION CO., INC. (PECO)

As the Philippine Government holds a substantial interest in Philippine Education Co., Inc. (PECO) and the company itself has had a long tradition of serving the educational needs of the Philippines, so much so that its progress has been associated with the country’s educational development, it is believed that the Government should take positive steps to assist the PECO to rehabilitate itself from its present state of distress and near deterioration.

To help achieve this objective, the heads of all ministries, agencies, offices, and instrumentalities of the government, including government-owned or —controlled corporations and local governments, are directed to make their purchases of foreign bookds and their subscriptions to foreign magazines and other foreign publications though the PECO.

PECO, through its designated representative, is hereby authorized to call on those government entities for this purpose.1aшphi1
