MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1153, August 15, 1979 ] AUTHORIZING REGIONAL COORDINATORS AND APPOINTED OFFICERS OF THE FURUTE LEADERS PROGRAM ALUMNI ASSOCIATION, INCORPORATED TO ATTEND REGULAR ANNUAL MEETINGS ON OFFICIAL TIME The graduates of the Future Leaders Program, a training course administered by the Civil Service Commission and the National Defense College of the Philippines especially for selected members of the Buklod ng mga Kabataang Kawani, have formed themselves into an Association, called the Future Leaders Program Alumni Association, Incorporated (FLPAA, IKC). In support of the Association’s objectives and to assist it in its formative stage, the Regional Coordinators and appointed officers of the FLPAA, Inc. are hereby authorized to attend the regular annual meetings of the Association as provided for in its Constitution and by-laws on official time with appropriate travel allowances and per diems, subject to the usual Accounting and Auditing regulations.1aшphi1 By authority of the President: (SGD.)
