[ Memorandum Circular No. 1149, July 3, 1979 ]

ENJOINING PROVINCIAL GOVERNORS AND CITY MAYORS PROM APPOINTING OR DESIGNATING OFFICERS-IN-CHARGE OR ADMINISTRATORS TO ACT IN THEIR PLACE.

The President has directed that, in line with existing policy, provincial Governors and city mayors shall henceforth refrain from appointing an officer-in-charge or administrator, much loss designating any local official, to act in their stead during their temporary absence. The power of appointment cannot be delegated even by the President and therefore such appointments suffer from constitutional infirmity.

It is expected that this policy shall be strictly complied with.1aшphi1
