MEMORANDUM CIRCULAR NO. 1143

In order to coordinate and consolidate the implementation of Presidential Letters of Instructions Nos. 802, 805, 810 and 830, there is hereby established a task group composed of the following:

1. The Presidential Executive Assistant (with the Executive Director, Presidential Management Staff, as alternate Chairman
2. The Minister of the Budget (with the Deputy Minister of the Budget as alternate) Member
3. The Chairman, Civil Service Commission (with, the Executive Director, CSC, as alternate) Member
4. The Chairman, Commission on Audit (with an alternate to be designated by the COA Chairman) Member

It shall be the duty of the task group to organize audit teams for the purpose of carrying out the instructions of the President contained in LOIs 802, 806, 810 and 830.1aшphi1 The team shall be composed of representatives from the task group agencies and such other agencies as are deemed necessary, including representatives from the private sector. The audit team leader, however, should hold the rank of Deputy Minister or its equivalent.

The task group shall form a technical working group which shall prepare the guidelines in the conduct of audits, for approval by the task group.

The Presidential Management Staff shall serve as the Secretariat of the tap group.
