MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1142, May 22, 1979 ] INFORMING ALL MINISTERS, AGENCIES, GOVERNMENT CORPORATIONS AND OTHER INSTRUMENTALITIES OF GOVERNMENT OF THE REPRESENTATION OF THE OFFICE OF THE PRESIDENT IN NATIONAL INTER-AGENCY COMMITTEES AND NEGOTIATING PANELS. Pursuant to Letter of Instructions No. 830 dated March 19, 1979, the Office of the President through the I residential Management Staff shall he represented in all national inter-agency committees and all government negotiating panels on trade, finance, energy and all other development sectors of government here and abroad. All heads of ministries, agencies, government corporations, financial institutions and other instrumentalities of government, including heads of existing national inter-agency committees and government negotiating panels on trade, finance, energy and all other development sectors of government are directed to inform the Office of the President through the Presidential Management Staff of scheduled inter-agency meetings and the creation of government panels for foreign and domestic negotiations.
