[ Memorandum Circular No. 1138, April 25, 1979 ]

REQUIRING ALL HEADS OF MINISTRIES, BUREAUS, AGENCIES AND OFFICES TO REGULARLY APPEAR IN OPEN FORUM ON TELEVISION REGARDING SYSTEMS, PROCEDURES AND REGULATIONS OF THEIR RESPECTIVE OFFICES.

Pursuant to Letter of Instructions No. 810 dated February 12, 1979, all heads of ministries, bureaus, agencies and offices shall regularly appear in an open forum on television, jointly or singly, to explain, discuss and answer questions on their respective systems, procedures and regulations and on their compliance with LOI 810.

Initially, the venue for this televised open forum shall be the weekly public affairs program “Face the Nation” on GTV-4.

In this connection, the National Media Production Center shall allot a reasonable portion of said program for this open forum and shall prepare for and coordinate the scheduling of the appearances of the different heads of offices. The NMPC shall also take charge of all other details pertinent to their appearances on television.

In the meantime, the heads of office are enjoined to extend to the NMPC all possible assistance, cooperation and support in this undertaking.1aшphi1

The first open forum shall be televised on May 5, 1979 and regularly thereafter as part of the weekly “Face the Nation” program.

This Circular shall take effect immediately.
