TO: ALL HEADS OF MINISTRIES BUREAUS, AND AGENCIES OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS AND LOCAL GOVERNMENTS
SUBJECT: Attendance of the Graduates of the Future Leaders Program in the First Future Leaders Congress
The Future Leaders Program graduates will hold their First Future Leaders Congress at the National Defense College of the Philippines, Fort Bonifacio, Metro Manila, on June 1, 2 and 3, 1979 on the theme: “YOUTH UNIFICATION, LEADERSHIP, AND INVOLVEMENT FOR NATIONAL DEVELOPMENT”.
The Congress shall be the youth’s response to the government’s exhortation on bringing the youth in the mainstream of the development efforts. It shall aim to unify young government employees who have undergone the six-week Future Leaders Training which was launched by the Civil Service Commission and the National Defense College of the Philippines in compliance with Letter of Instruction No. 614 dated October 1, 1977. It shall likewise provide the graduates an opportunity to define their roles and involve themselves in national development by transforming the knowledge they have acquired into concrete plans and programs in support of the government’s thrusts.
In view of these, all heads of ministries, bureaus and agencies including government-owned and controlled corporations and local governments are hereby enjoined to authorize the attendance of the FLP graduates in the First Future Leaders Congress.
To minimize expense on the part of the agencies, graduates are entitled to collect from their respective agencies only the following:
1. reasonable expenses for transportation and allowances.
2. an amount of ₱150.00 only for registration fee, board and lodging pre-paid a month before the start of the Congress
subject to the usual accounting auditing requirements.
The Future Leaders Program graduates of Metro Manila shall coordinate with agencies concerned in the conduct of the Congress in cooperation with the Civil Service Commission and the National Defense College of the Philippines.1aшphi1
