[ Memorandum Circular No. 1135, March 16, 1979 ]
LIMITING THE USE OF SECURITY PLATES ON GOVERNMENT VEHICLES.
1aшphi1
In line with the retrenchment policy enunciated in Letter of Instructions No. 805 dated February 8, 1979, and in order to give further impetus to the drive for the conservation of energy, there is a stronger need for more positive steps that would deter the use of government vehicles for non-official purposes. One such step is to limit the use of security plates on such vehicles.
Accordingly, only the following may, upon application with this Office, duly recommended by the Head of Ministry or office concerned with respect to officials in No. 2 below, be issued security plates for the government vehicles assigned to them or their offices:
1. Ministers and Deputy Ministers and officials of equivalent ranks;
2. Officials who, by reason of their position and nature of duties, are certified by the National intelligence and Security Authority (NISA) as m need of security plates;
