[ Memorandum Circular No. 1132, March 15, 1979 ]

ENJOINING STRICT COMPLIANCE WITH THE PROVISIONS OF THE CIVIL SERVICE DECREE OF THE PHILIPPINES REGARDING DETAIL OF EMPLOYEES.

Attention is invited to the provisions of Section 24(f) of P.D. No. 807, otherwise known as the Civil Service Decree of the Philippines, as follows:

“(f) Detail. – A detail is the movement of an employee from one agency to another without the issuance of an appointment and shall be allowed, only for limited period in the case of employees occupying professional, technical and scientific positions. x xx”

It should be clarified that only employees occupying professional, technical and scientific positions may be detailed from one agency to another and for a limited period. in this connection, attention is also invited to Par. l.b. of Letter of Implementation No. 47 dated August 18, 1976, transferring to the Chairman of the Civil Service Commission the function formerly exercised by the Office of the President of “approval of detail of national government officials and employees from one department (ministry) to another for more than thirty days.”

Strict compliance by all concerned with the aforequoted provisions is hereby enjoined, especially so in view of the personnel effectiveness audit now being undertaken of every ministry, bureau, agency or corporation as directed by the president in Letter of Instructions No. 806 dated February 9, 1979.
