MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1131, March 15, 1979 ] AUTHORIZING THE ATTENDANCE AND PARTICIPATION OF OFFICIALS AND EMPLOYEES OF THE DIFFERENT MINISTRIES AND CONSTITUTIONAL OFFICES IN THE SPORTS ACTIVITIES OF THE INTER-DEPARTMENT (MINISTRY) EMPLOYEES ATHLETIC LEAGUE (IDEAL) In support to the sports development and physical fitness program of the President, the IDEAL will be conducting annually a series of sports competitions among the officials and employees of the different ministries and constitutional offices. All heads of ministries and chiefs of bureaus and offices, including constitutional offices which are members of the league, are hereby enjoined to authorize as many employees as may be excused on official time to attend and participate in the sports events or activities of the league. IDEAL official, participating athletes and players including their managers, coaches, and trainers as well as tournament officials and members of the media crew of any government agency covering the IDEAL sports events or activities may be granted such necessary transportation expenses and reasonable allowances as may be authorized by the respective ministries and offices in accordance with existing policies, for actual attendance and participation in such events or activities, chargeable against the funds of their respective ministries or offices, subject to the availability of funds and the usual accounting and auditing requirements. Participating athletes and players, including coordinating officials, team managers, coaches, and trainers, may also be granted similar expenses and allowances for official practice days as may be authorized by the respective ministries and offices in accordance with existing policies, subject to the same conditions stated in the preceding paragraph. All officials and employees concerned are hereby directed to give their full support and actively participate in the said sports activities.1aшphi1 Strict compliance with this Circular is hereby enjoined.
