REQUIRING HEADS AND ASSISTANT HEADS OF BUREAUS AND OFFICES TO MAKE THEMSELVES EASILY AVAILABLE TO THE OFFICE OF THE PRESIDENT ANT TIME DURING OFFICE HOURS.
On several occasions in the past, the Office of the President either failed to reach, or experienced great difficulty in getting in touch with, some heads or assistant heads of bureaus and offices during office hours, especially between 1:00 P.M. and 3:P.M. In some cases their whereabouts were not even known to their office staff and in others, they were said to be attending luncheon engagements or meetings outside their respective offices. Needless to state, in these instances action on vital business matters had to be deferred to the detriment of the service. Incidentally, this may also be the reason why the public has been complaining of difficulties in seeing Directors or Assistant Directors.
Henceforth, it is hereby directed that heads and assistant-heads of bureaus and offices make themselves easily available to the Office of the President at any time during office hours. During luncheon break time they should at least leave with their respective offices information as to their whereabouts.
Attention, in this connection is invited to the provisions of Letter of Instructions No. 805 prohibiting the holding of meetings or conferences in expensive hotels and restaurants at government expense.1aшphi1 Whenever possible, meetings hosted by Directors or Assistant Directors should be held in their respective offices, which will make such meetings less expensive.
