[ Memorandum Circular No. 1122, February 12, 1979 ]
REVOKING MEMORANDUM CIRCULAR NO. 1117 ENTITLED “AUTHORIZING ATTENDANCE IN THE SEMINAR ON EDP SYSTEMS AUDITABILITY AND CONTROL SPONSORED BY THE BUSINESS COUNSELLING GROUP, INC.”
Paragraph 8 of Letter of Instructions No. 805 dated February 8, 1979, reads as follows:
“Government funds may not be spent for attendance in conventions, seminars, workshops and other similar activities conducted by private groups. Attendance of government officials and staff may be authorized at no expense other than the salary, of the persons concerned, the payment of fees and per diems for attendance being prohibited.”
In view thereof, Memorandum Circular No. 1117 dated February 7, 1979, authorizing the attendance of certain government personnel in the seminar on EDF Systems Auditability and Control to be conducted by the Business Counselling Group, Inc., a private organization, at the Manila Hotel on February 19-20, 1979, is hereby revoked.
Whatever authority may have been given heretofore by any ministry, bureau or office, including government-owned or controlled corporations, for the attendance of their employees in the said seminar, is hereby revoked.1aшphi1
