MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1119, February 9, 1979 ] AUTHORIZING ATTENDANCE IN THE 13TH ANNUAL GENERAL ASSEMBLY OF THE GOVERNMENT EMPLOYEES WORLD WAR VETERANS LEAGUE, INC. The Government Employees World War Veterans League, Inc. will hold its 13th Annual General Assembly at the International Palace, in Dagupan City on April 18, 19 and 20, 1979, on the theme: “THE GEWWVL ON HUMAN RIGHTS”. All heads of departments, chiefs of bureaus and offices, as well as government-owned or controlled corporations, are hereby authorized to send not more than two (2) delegates each, who are members of the League, to the Assembly.1aшphi1 This limitation as to number shall not apply to the officers of the league. The attendance of the participants shall be on official time with reasonable expenses for transportation, per diems and a registration fee not exceeding ₱400.00 per participant, chargeable against the appropriation of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 28, 1975, as implemented by COA General Circular No.127, series of 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972. It is understood that the participants residing or stationed in Dagupan City shall be entitled to reasonable expenses for transportation and registration fee only. The participants shall-submit to their respective-agency heads a report on their attendance in the assembly within thirty (30) days after the termination thereof. (Sgd.) JACOBO C.
