DESIGNATING THE PHILIPPINE COUNCIL FOR PLANNING AND HOUSING AS THE OFFICIAL PROFESSIONAL FORUM FOR THE REVIEW AND DISCUSSION OF PROPOSED GOVERNMENT POLICIES AND MAJOR PROGRAMS IN THE FIELDS OF PLANNING AND HOUSING.

WHEREAS, there is need for mutual complementation of the efforts and resources of government and non-government agencies and individuals in the fields of town and country-planning, housing, and total community development;

WHEREAS, we recognize the practical value of such an organization as the Philippine Council for Planning and Housing (PCPH) in bringing together, facilitating interchange of ideas and fostering collaborative ventures among various professional institutions, associations, and individuals, particularly on occasions when the National Leadership deems fit to issue general and specific mandates to professionals and practitioners requiring immediate, united and well-coordinated responses from them:

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law do hereby order that:

(1) Henceforth, any and all proposed government policies and major programs in the fields of planning and housing be referred for professional review, discussion and recommendation to the Philippine Council for Planning and Housing (PCPH) through its duly constituted officers and members of the Board;

(2) The Philippine Council for Planning and Housing in turn, shall, at the earliest possible time, propose and announce to all agencies and individuals concerned a scheme .for the proper exercise of its function as “Sounding Board” for all government policies and major programs in planning and housing.1aшphi1
