TO : ALL HEADS OF MINISTRIES, BUREAUS AND AGENCIES, INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS AND LOCAL GOVERNMENTS
SUBJECT: Attendance in the National Convention of the Buklod ng mga Kabataang Kawani
The Buklod ng mga Kabataang Kawani, an organization of government employees aged thirty years and below, shall hold its biennial national convention, with the ain of formulating policies and programs that shall serve as guidelines of the different Buklod chapters in carrying out the objectives of the organization. The Convention shall endeavor to strengthen the members commitment to the organization and to the goals of the New Society through the discussions of relevant issued affecting national growth and development.
The Convention shall be held biennially during the month of December at the regional level.1aшphi1 The attendance of all incoming Buklod Pampook Presidents and Vice-Presidents, Panlalawigan and Panglunsod Presidents and Vice-Presidents is hereby authorized. Attendance shall be considered official business with reasonable expenses for transportation and other expenses incidental to the holding of the convention.
The participants are required to submit to their respective office heads a report on their participation in the Convention as prescribed under MC No. 987 dated June 1C, 1977. Likewise, within the same period, the Chairman of the Convention shall submit to the Civil Service Commission an evaluation report of the Convention, furnishing a copy thereof to the Budget Commission. The report shall include a list of participants indicating their respective positions and offices and a financial statement of income and expenses duly audited by a Certified Public Accountant not connected with the organization.
The Civil Service Commission shall coordinate with the agencies in connection with this Convention.
