MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1091, October 12, 1978 ] AUTHORIZING ATTENDANCE IN THE INTEGRATED RURAL DEVELOPMENT SEMINAR-WORKSHOP ON OCTOBER 26-28, 1978, FOR PLANNING OR PROGRAM HEADS OF SELECTED MAJOR GOVERNMENT AGENCIES. The Ministry of Agriculture, National Council on Integrated Area Development (NACIAD) and the University of the Philippines (U.P.), through its Management Education Council, will conduct a live-in Seminar-Workshop on Integrated Rural Development on October 26-28, 1978, at the Asian Institute of Tourism House, Diliman, Quezon City. The seminar-workshop will evaluate the findings and recommendations contained in the survey report of the Management Education Council’s Committee on Rural Development with a view to considering basic guidelines for effectively implementing the concept of integrated rural development based on the principle of bottom-up approach and self reliance. Pursuant thereto and in line with Government’s objectives of accelerating the implementation of major rural development programs and projects, heads of selected major government agencies concerned with rural development are hereby authorized to send their Planning or Program Director to the seminar-workshop on official time with reasonable expenses for transportation, per diems and a seminar fee of P500.00 per participant, chargeable against accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973 as implemented by COA General Circular No. 127, series of 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of his Office dated August 8, 1972. Meals and snacks included in the seminar fee shall be excluded from the per diems and participants residing or stationed within the Metro Manila Area shall be entitled to seminar fees only. The participants shall submit to their respective office heads a complete report on their attendance or participation in the seminar-workshop as prescribed under Memorandum Circular No. 987 dated June 10, 1977, furnishing this Office a copy thereof.1aшphi1 Likewise, the organizer shall submit to this office a report and evaluation of the seminar-workshop, cope furnished the Ministry of the Budget, including a list of participants indicating their respective offices.
