TO: ALL HEADS OF MINISTRIES, BUREAUS AND AGENCIES OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS AND LOCAL GOVERNMENTS
SUBJECT: Attendance of the Graduates of the Future Leaders Program to the Future Leaders Follow-Through Seminar
LOI No. 614 dated October 1, 1977 provides for a training program for young government employees who have organized themselves into a “Buklod ng mga Kabataang Kawani” to prepare and more responsible positions in the Government Service. The Civil Service Commission and the National Defense College of the Philippines jointly conducts a series of Future Leaders Training Program (FLTP) and a corresponding Follow-Through Seminar to implement the provisions of LOI No. 614.
The one-week residential Future Leaders Follow-Through Seminar held in six months after every FLP, is designed to complementand reinforce the leadership knowledge and skills gained from the FLTP. As part of its evaluation system, it provides the graduates with an opportunity to deliberate on common and relevant experience which may serve as empirical bases for suggestions and recommendations to improve the program.1aшphi1
In view of these significant objectives, all heads of ministries, bureaus and agencies, including government-owned and controlled corporations and local governments are hereby enjoined to allow graduates of the FLTP in their respective agencies to attend the Follow-Through Seminar. Reasonable expenses incidental to the holding of the seminar shall be chargeable against the appropriations of the respective offices of the graduates in accordance with the provisions of Letter of Instruction No. 344, as implemented by COA General Circular No. 127, series 1973, subject to the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972.
In Civil Service Commission and the National Defense College of the Philippine shall coordinate with the agencies concerned in the conduct of this seminar.
