ENJOINING ALL AGENCIES AND INSTRUMENTALITIES OF THE GOVERNMENT TO SUBMIT TO THE MINISTRY OF FOREIGN AFFAIRS ALL PHILIPPINES POSITION TO THE PRESENTED BEFORE UNITED NATIONS FORA FORE SCREENING.
It has been observed that some Philippine position papers presented before United Nations Fora do not accurately reflect the position of the Government. Since such position papers their presentations before the United Nation System involve foreign relations, it is necessary that they be coordinated with the Ministry of Foreign Affairs.
All government agencies and instrumentalities are therefore directed to submit to the Ministry of Foreign Affairs all papers and statements before they are presented in the United Nation fora.1aшphi1
In this connection, the Ministry of Foreign Affairs is enjoined to extend assistance to any government agency or instrumentality on questions of politics and protocol as may be necessary whenever such Philippine position papers are to be submitted.
Strict compliance herewith is hereby enjoined.
