AUTHORIZING ATTENDANCE IN THE ANNUAL CONVENTION OF THE PHILIPPINE LIBRARY ASSOCIATION, INC.
The Philippine Library Association, Inc., will hold its live-in annual convention on May 28-31 1978, at the Antipolo Hotel, Antipolo, Rizal, on the theme: “PHILIPPINE LIBRARIES AND LIBRARIANS: STANDARDIZATION, PROFESSIONALIZATION AND COMPENSATION.”
All heads of departments, chiefs of bureaus and offices, and heads of local government offices, including government-owned or controlled corporations, are hereby authorized to send not more than two (2) participants each who are members of the Association and/or members of the agency’s staff involved in professional library work to the convention on official time with reasonable expenses for transportation and travel allowances such as are authorized by the Commission on Audit and a convention fee not to exceed P350.00 per participant, provided that those residing or stationed in Metro Manila shall be entitled to transportation and convention fees only, chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements. It is understood that participants shall not collect per diems for the duration of the convention.
Within thirty (30) days after the holding of the convention, the Association shall submit to this office a report and evaluation of the convention, copy furnished the Budget Commission, including a list of participants and observers indicating their respective offices, and a statement of fees collected and expenditures incurred, duly audited by a Certified Public Accountant not connected with the Association.1aшphi1
