[ Memorandum Circular No. 1056, April 20, 1978 ]

DIRECTING ALL DEPARTMENTS, BUREAUS AND AGENCIES TO SUPPORT THE LOCAL CHAPTER OF THE KAPISANAN NG MGA BRODKASTER SA PILIPINAS IN THE FORMULATION AND IMPLEMENTATION OF DEVELOPMENTAL COMMUNICATIONS PROGRAMS.

WHEREAS, the broadcast media performs a vital function in accelerating national and regional development;

WHEREAS, radio is the most effective mass medium for disseminating vital development information;

WHEREAS, the Kapisanan ng mga Brodcaster sa Pilipinas, composed of all broadcasting stations in the Philippines, and the Broadcast Media Council, the self regulatory body for the broadcast media, are undertaking the formulation and implementation of regional support communications plans for development;

WHEREAS, the cooperation of regional and local government agencies are essential to the success of this undertaking; and

WHEREAS, Presidential Decree No. 576, creating the Broadcast Media Council, enjoins all government agencies to support said Council;

WHEREFORE, all departments, bureaus, agencies, and their regional offices or branches are hereby directed to provide assistance to the local chapters of the Kapisanan ng mga Brodkaster sa Pilipinas in the formulation and implementation of their regional development communications plans.1aшphi1
