[ Memorandum Circular No. 1055, April 18, 1978 ]

AUTHORIZING ATTENDANCE IN THE REGIONAL CONFERENCES/WORKSHOPS AND ANNUAL CONVENTION OF THE GOVERNMENT ASSOCIATION OF CERTIFIED PUBLIC ACCOUNTANTS (GACPA).

The Government Association of Certified Public Accountants (GACPA) will hold its regional conferences/ workshops in strategic areas in the country and an annual nation convention in Baguio City, The regional conferences/ workshops will be held in Tagbilaran City on May 25-27, 1978, for Regions VI, VII and VIII; in Zamboanga City on July 27-29,1978, for Regions IX, 2, XI and XII; in San Pablo City on September 28-30,1970, for Regions IV, IV-A and V; and the annual convention in Baguio City on November 16-18, 1978, on the theme: “COMMITMENT TO PROFESSIONAL GROWTH AND NATIONAL DEVELOPMENT.”

All heads of departments, chiefs of bureaus and offices, including regional offices, independent boards or commissions, chartered cities and provincial governments, as well as government-owned or controlled corporations, are hereby authorized to send not more thou three (3) of their certified public accountants each, who are members of the Association, or such members of their office staffs as are involved in accounting, auditing, budgeting, or fiscal administration, and who worker tile regions for which the conference is held. This limitation as to number shall not apply to conference/workshop or convention officials and members of working committees. Their attendance shall be on official time with reasonable expenses for transportation, per diems and a conference fee of ?200.00 per participant, chargeable against the-appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26,1973 as implemented by COA General Circular No. 127, series of 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972. Participants residing or stationed within the site of the conference/workshop and convention shall be entitled to reasonable expenses for transportation and conference fees only.

The participants shall submit to their respective office heads a complete report on their attendance or participation in the conference/workshop and convention as prescribed under Memorandum Circular No. 987 dated June 10,1977, furnishing this Office a copy thereof.1aшphi1
