[ Memorandum Circular No. 1051, March 10, 1977 ]
ENJOINING STRICT COMPLIANCE WITH MEMORANDUM CIRCULAR NO. 851, DATED JUNE 2, 1973, ENTITLED: “REQUIRING ALL DEPARTMENTS, AGENCIES, BUREAUS, OFFICES AND OTHER GOVERNMENT INSTRUMENTALITIES TO COORDINATE WITH THE NATIONAL INTELLIGENCE AND SECURITY AUTHORITY ALL PROPOSED AGREEMENTS, CONFERENCES AND OTHER ARRANGEMENTS WITH FOREIGN GOVERNMENTS AND/OR ENTITIES.”
WHEREAS, under Memorandum Circular No. 851, dated June 2, 1973, all Heads of Departments, Agencies, Bureaus, Offices and Other Government Instrumentalities have been directed to coordinate with the National Intelligence and Security Authority all proposed agreements, conferences and other arrangements with foreign governments and/or entities and insure the direct participation of the NISA therein;
WHEREAS, it has been brought to the attention of this Office that certain offices have not been compiling with the said Memorandum Circular; and
WHEREAS, it is in the interest of national security that the afore-mentioned agreements, conferences and other arrangements be coordinated with NISA;
WHEREFORE, all Heads of Departments, Agencies, Bureaus, Offices and other Government Instrumentalities are hereby enjoined to comply strictly with the provisions of Memorandum Circular No. 851, series of 1973.
