AUTHORIZING ATTENDANCE BY MEMBERS OF THE BUKLOD NG MGA KABATAANG KAWANI IN THE BUKLOD SUMMER LEADERSHIP CAMP
The Civil Service Commission is conducting a Buklod Summer Leadership Camp to develop leadership skills among members of the Bukload ng mga Kabataang Kawani (BKK). This Summer Camp is aimed at complementing the Future Leaders Program being conducted jointly by the Commission and the National Defense College of the Philippines. The Buklod, as the arena for the development of future leaders, can succeed only if its total membership is exposed to learnings and situations that will sufficiently broaden their outlook and provide insights into the challengers and problems of leadership.
1aшphi1The Summer camp is a two-week residential course which will be conducted in two waves, as follows:
March 1 – 15, 1978: Regions 2, 3, 4, 5, 6, 10, and 12
March 8 – 22, 1978: Regions 1, 7, 8, 9, and 11
In view of the importance of these summer camps in the training of the young people in the government and the benefits which will ultimately redound to more effective government operations, all heads of departments, bureaus and agencies, including government-owned and controlled corporations and local governments, are hereby directed to send participants to said training program who are members of the Buklod ng mga Kabataang Kawani (BKK) and who have not previously participated in the Future Leaders Program or other Buklod leadership institutes.
Attendance in this Summer Camp is considered official business with reasonable expenses for transportation and other training and incidental fees chargeable against the appropriation of the respective offices of the participants, in accordance with the provision of LOI 344, as implemented by COA General Circular No. 127, and the usual accounting and auditing requirements as an exception to MC No. 593 of this Office dated August 8, 1972.
